The maiden Africa Climate Forum which will focus on Financing Energy Transition is a two-day event that aims to bring together government officials, industry experts, policymakers, investors, academics, and key stakeholders from around the world to discuss and strategize ways to accelerate the global transition to sustainable and renewable energy sources. The conference will focus on exploring innovative financing mechanisms and solutions to drive investment in clean energy projects and technologies.
The Africa Climate Forum (ACF) is now a tradition, having been held successfully for two consecutive years. Since the last two editions in 2023 and 2024, the imperatives for better environmental stewardship remain strong. Therefore, the Global Centre for Law, Business and Economy, together with its supporters and stakeholders, remains committed to promoting climate action across the African continent. In the past, ACF has focused on issues like climate finance, climate policy, sustainability reporting, the role of sub-nationals, human rights, and gender, amongst others, trying to align with global shifts while mainstreaming Africa’s unique interests. In this same vein, ACF 2025, will engage current issues in the global climate space from an African perspective.
While a lot of work has been done to progress the green transition in Africa, gaps remain in key areas, and although some of these gaps align with broader global concerns, others are peculiar to the region. Taking into consideration, therefore, the key decisions at COP 29 and the particular demands of Africa’s climate landscape, ACF 2025 will foster cross-cutting and insightful deliberations.
The ACF 2025 theme will be “Bolder, Greener and Better Steps: Closing Transition Gaps in Africa”. It will cover key COP 29 decisions on the New Collective Quantified Goal (NCQG) and carbon markets, as well as Africa-focused issues like corporate mainstreaming of climate commitments, climate project development and management, public-private partnerships, climate transparency, regional corporation, and climate justice. Extra-continental developments such as the soon-to-be-effective EU Carbon Border Adjustment Mechanism (CBAM) and the proposed UK CBAM will also be discussed.
ACF 2025 aims to move the needle on emissions reduction and the energy access gap in Africa. To achieve this, ACF 2025 will:
Facilitate inclusive deliberations and reach key decisions in diverse areas of the green transition discourse.
Create productive synergies among green economy stakeholders in Africa and across the globe.
Facilitate partnerships on green projects.
Facilitate financing for green projects through the ACF Deal Room.
Showcase innovative solutions and technologies through the ACF Exhibitions/Marketplace.
The conference will feature a comprehensive range of topics, including but not limited to:
In Africa, climate finance is needed for mitigation, adaptation and loss and damage. However, there is a huge financing gap. In recognition of the global shortfall in climate finance, Parties agreed on a New Collective Quantified (NCQG) at COP 29. An agreement was also reached on the carbon market mechanism created under Article 6 of the Paris Agreement. This was against the background of the Fund for Responding to Loss and Damage (FRLD) being operationalised at COP 28. These arrangements require appropriate responses by stakeholders in Africa. From institutional readiness to financial commitments and advocacy, much work needs to be done to reap optimal benefits.
Many stakeholders continue to be excluded from fora and processes where decisions that impact them are made. Also, climate finance patterns have not fully accounted for the disparate historical responsibilities for GHG emissions. In addition to these, western interests have begun to roll out policies that violate core climate justice principles such as the principle of common but differentiated responsibilities. The European Union’s carbon border adjustment mechanism (CBAM) which will become operational in 2026 and the UK’s CBAM proposed for 2027 are examples.
Strategic alliances are needed to achieve climate goals across different sectors and activity types. Knowledge, financial, and other types of synergies will help drive the much-needed change. It is necessary to utilise traditional forms of partnership as well as newer models like public-private partnerships (PPPs) and public private people partnerships (4Ps). Strategies like the 4ps are especially promising in ensuring an inclusive transition.
Implementing climate commitments and policies requires climate mainstreaming and capacity building. For example, corporates need to be aware of their climate obligations and develop the capacity to meet these obligations including reporting on their compliance efforts. In the area of technology, African innovators must be positioned to provide green solutions. This will include training, financing and technology transfer.
Regional co-operation can unlock green potentials resident within the African continent. By co-operating in policy, research and development, finance, trade and other key areas, countries can close gaps that would otherwise be left unbridged.
